A tense political bluffing game where players are split into Liberals and Fascists and enact policies while hiding their identity. Votes to form a government and the handling of policy cards interlock, which keeps everyone suspicious of each other every turn.
1. Setup
Each player takes a secret identity envelope and checks whether they are a Liberal, a Fascist, or Hitler. Set the order of the presidential rotation, pick the first President and Chancellor candidate, and start the vote on forming a government.
2. Turn flow
Once a government is elected by vote, the President discards one of three policy cards and passes the other two to the Chancellor, who discards one of those and enacts the last one. If the government is voted down, the presidency passes to the next player.
3. Key rules
The more Fascist policies are enacted, the stronger the powers the President gains, in this order: investigation, special election, execution. After three or more Fascist policies have been enacted, the Fascists win immediately if Hitler is simply elected Chancellor.
4. End condition
The Liberals win if five Liberal policies are enacted or Hitler is assassinated, and the Fascists win if six Fascist policies are enacted, or if Hitler is elected Chancellor after three or more Fascist policies.
